The University of San Carlos signed a Memorandum of Agreement (MOA) with Barangay Alang-Alang, Mandaue City, Cebu, on April 25, 2026, at the VPAA Conference Room, USC Talamban Campus. This agreement seeks to ensure the success of our students’ capstone project: Barangay e-Blotter and Incident Reporting System (BEIRS), which aims to modernize barangay operations and enhance good governance.

Both the University and the local government unit commit to distinct roles, ranging from development and deployment to technical support and training.
The BEIRS project was developed by B.S. Information Systems and B.S. Information, Communications, and Technology students, namely Prince Dale Feliza (B.S. I.C.T.), Sebastian Louise Valle (B.S. I.S.), Adrian Cimafranca (B.S. I.S.), and Jhosh Mikhail Cuizon (B.S. I.S.). The MOA signing was facilitated by Dr. Angie M. Ceniza-Canillo, Chair, USC Department of Computer, Information Sciences and Mathematics (DCISM).
Transitioning from manual documentation to a secure, web-based platform aims to eliminate inefficiencies like long queues and delayed processing.
More than that, this digital transformation provides a practical environment for our students to apply their research and technical expertise in creating a streamlined system for incident reporting, digital record maintenance, and automated certification requests.
