The University of San Carlos and the Philippine Political Science Association (PPSA) signed a Memorandum of Understanding on September 10, 2026, at the ERIO Conference Room, USC Downtown Campus, to establish equitable research relationships and foster mutual mentorship opportunities.

Hosted by the University’s Department of Political Science, and facilitated by Rejene Lakibul, a faculty member of the department and PPSA representative for the Visayas, the signing ceremony was graced by the presence of USC President Fr. Francisco Antonio T. Estepa, SVD, Ph.D., PPSA President Dr. Reynold D. Agnes, former PPSA President Dr. Rosalie Arcala Hall, and Owen O. De la Victoria, officer-in-charge of the USC Department of Political Science.

Under the agreement, both organizations will collaborate on joint research programs focused on generating solutions to pressing social problems while establishing support systems to help scholars publish their work in internationally acclaimed journals. 

This partnership also emphasizes institutional development, featuring mechanisms to enhance the capabilities of neophyte researchers alongside co-organized academic conferences and forums designed to accelerate the creation and dissemination of new political science knowledge.

Through this partnership, USC further reaffirms its commitment to the integral human formation of youth, preparing students to become competent, socially responsible professionals and lifelong learners.

For the PPSA, the initiative advances its mandate to connect political scientists across various fields of inquiry, elevate knowledge production, and broaden public understanding of the study of Asian politics and governance driven by Filipino scholars.

After the ceremonial signing, Dr. Hall to deliver a presidential lecture entitled “Anchored Maritime Political Science” at the Albert van Gansewinkel Hall of the USC Downtown Campus.
