USC, FPCI to foster regional network diplomacy

A Memorandum of Understanding (MOU) was signed by the University of San Carlos (USC) and the Foreign Policy Community of Indonesia (FPCI) on May 6, 2026, to formalize a strategic partnership that aims to enhance international academic discourse and research collaboration.

The signing ceremony, facilitated by the USC Department of Political Science, took place at the School of Business and Economics Dean’s Conference Room, USC Downtown Campus. USC President Fr. Francisco Antonio T. Estepa, SVD, Ph.D. and FPCI Founder and Chairman Dr. Dino Patti Djalal served as the primary signatories for their respective institutions.

Under the terms of the agreement, the two organizations will collaborate on several high-profile initiatives, including the “Southeast Asia Lecture Hall,” the “Global Town Hall,” and upcoming regional surveys conducted by the FPCI.

The partnership outlines specific roles for both institutions to ensure the success of these virtual programs. FPCI will lead the conceptualization and facilitation of the “Southeast Asia Lecture Hall,” developing session topics and managing the program’s execution. As a partner institution, USC will contribute video messages to be featured between sessions and will send students and faculty members to participate in the virtual lectures and discussions.

FPCI will handle the conceptualization and shall act as the facilitator of the program, while USC’s participation ensures its academic community remains at the forefront of regional foreign policy dialog.

Additionally, USC will participate in the ASEAN Peoples’ Perception surveys organized by FPCI. The data gathered from these surveys will be shared with the University, providing USC researchers and students with primary reference materials for future publications, research projects, and debriefing seminars.

The ceremonial signing was witnessed by key University officials, including Atty. Jose Glenn C. Capanas (Dean, School of Law and Governance) and Dr. Alaine Liggayu (Chair, Department of Political Science).

Grace Magalzo-Bualat, faculty member of the USC Department of Political Science, facilitated the afternoon proceedings.

With this partnership, the University of San Carlos reaffirms its commitment to providing Carolinians with premier access to regional discourse, data-driven research, and high-level diplomatic networking.
