USC partners with DTI to pilot business resilience program for local entrepreneurs

BRRP project

Through a partnership agreement signed on August 20, 2026, the University of San Carlos, through its School of Business and Economics (SBE), and the Department of Trade and Industry-Cebu Provincial Office officially launched the pilot program of the Business Recovery and Resilience Project (BRRP). This pilot implementation will focus directly on enterprise cohorts operating throughout Cebu province.

Prompted by the heightened vulnerability of micro, small, and medium enterprises (MSMEs) to natural hazards, economic shocks, and operational disruptions, the strategic partnership seeks to fortify Cebu’s local commercial ecosystem against systemic turbulence.

BRRP aims to cultivate long-term enterprise adaptability by integrating specialized professional development, applied pedagogical frameworks, empirical research, and institutional community extension.

Under the terms of the agreement, the University will assign faculty members from its School of Business and Economics as strategic mentors to participating business owners. Qualified students will also provide operational support in alignment with University policies.

As a primary capstone deliverable, participating enterprises will formulate and finalize tailored business continuity and hazard resilience plans towards the end of the program.
