USC hosts regional co-design workshop to enhance teacher quality

As a designated Teacher Education Excellence Center (TEEC), the University of San Carlos, in collaboration with the Teacher Education Council (TEC), hosted a two-day Regional Co-design Workshop on TEEC Programs for USC Hub-Repost on July 28 and 29, 2026, at One Central Hotel, Cebu City. This workshop was conducted to promote shared policy development geared towards advancing teacher education standards.

Serving as the organization’s first initiative, the workshop aimed to collectively design projects for a system-wide solution to current issues facing professional teachers to improve existing educational standards.

The gathering brought stakeholders together to evaluate proposed interventions in order to form a clear guiding framework for USC-TEEC’s regional priority programs for the next three years (see photo below).

Spearheading the event was the Project Management Team (PMT), led by the Dean of the School of Education (SEd) Dr. Rolando V. Obiedo, alongside members Dr. Katrina Jhoanne M. Santos, Dr. Richard R. Jugar (Quality Assurance and Monitoring Lead, USC TEEC Hub), Dr. Enriqueta D. Reston (USC Center for Statistical Services and Training), Marjury E. Dino (USC Center for Social Research and Education), and Dr. Angie Ceniza-Canillo (Chair, USC Department of Computer and Information Sciences and Mathematics). Facilitators from the USC SEd were also present including Dr. Rita May Tagalog (USC SEd Graduate Program Coordinator), Dr. Rhey L. Dizon, and Mariter Malonjao, with graduate students serving as documenters.

A broad representation of institutional stakeholders across Region VII participated in the proceedings, spanning both private and public sectors. Attendees included Teacher Education Institute (TEI) Heads, teacher education students, in-service teachers, local government unit representatives, TEC Partner Agencies including DepEd, CHED, TESDA, and PRC, as well as other local government agencies, including DSWD and DEPDev.

Official proceedings commenced with welcome remarks delivered by University President Fr. Francisco Antonio T. Estepa, SVD, Ph.D. Following the opening address, Dr. Adrian Lawrence P. Carvajal presented national and regional data detailing identified challenges in teacher education.

Activities on the second day were graced by TEC Executive Director Dr. Jennie Jocson, who explained current initiatives of the Teacher Education Council, including the TEEC and its strategic plans as articulated in the Teacher Education Roadmap 2026. 

Serving as technical consultants during the workshops and plenary discussions, Dr. Evelyn Cruzada and Dr. Esther B. Ogena graced the event with their expert insights.
