USC strengthens opportunities for learners through PQF Level V diploma programs

The University of San Carlos is moving forward with preparation to offer three new diploma programs under the Pilot Philippine Qualifications Frameworks (PQF) Level 5 initiative, namely Diploma in Manufacturing and Semiconductor Engineering Technology and Diploma in Information Technology, following USC’s participation in the official program launch led by TESDA Region VII on December 2, 2025.

The launch signals the beginning of a coordinated regional effort to expand higher-level Technical and Vocational Education and Training (TVET) offerings that directly address workforce needs in Cebu’s rapidly growing semiconductor, electronics, and manufacturing sectors. The event also serves as the formal introduction of these diploma programs to partner institutions, industry stakeholders, and the public, outlining what they can expect as implementation begins.

With Cebu hosting major semiconductor companies, shipbuilding operations, metal fabrication industries, and copper mining, the new programs will support workforce capacity building across these sectors. Students and professionals can look forward to enhanced training facilities, updated laboratories, and potential on-the-job learning opportunities with regional industry partners.

Representing the University, Vice President for Administration Atty. Joan S. Largo, Ll.M. delivered USC’s message of support during the ceremony, noting the importance of aligning academic pathways with industry trends and regional workforce needs. She was joined by Michael E. Loretero, Ph.D. (Chair, Department of Mechanical Engineering) and Bonifacio Mercado Jr., Ph.D. (Director, Community Extension Services, CES), who affirmed USC’s readiness to integrate the newly launched diploma programs.

The launch gathered TESDA officials, partner agencies, industry leaders, and representatives from regional academic institutions to formalize collaboration in advancing higher-level TVET programs. With the formal acceptance of these PQF Level 5 programs, USC continues to strengthen its role as a center for academic excellence and industry partnership, expanding opportunities for learners and supporting regional economic growth.
